香港民主委员会（英语：Hong Kong Democracy Council，简称HKDC）是美国华盛顿的一家无党派非政府组织，以“保障香港基本自由、自治与法治”为目标[2][3]。自成立之日起，该组织就倡议美国当局通过《香港人权与民主法》、《保护香港法》和《香港自治法》[4][5]、对破坏香港自治及人权的中港官员进行经济制裁及出境限制[6]、游说美国国会立法保护香港移民及难民[7]。组织成员、顾问及董事也出席美国国会听证会[8][9]。

对此，香港警务处国家安全处于2020年7月通缉持有美国国籍的组织常务董事朱牧民[10]，是2020年6月30日《中华人民共和国香港特别行政区维护国家安全法》实施以来首个被通缉的非中国国籍香港永久性居民[11][12]。中华人民共和国政府也于2021年7月23日引用《反外国制裁法》制裁组织[13]。

2021年1月，组织向2020年7月乘船潜逃台湾的五名18岁至26岁男子赞助前往美国的人道主义假释（英语：humanitarian parole）签证[14][15]。

2021年9月，梁继平接任朱牧民出任执行总监，周永康出任董事会主席[16]。

2022年10月，香港民主委员会网站怀疑被香港政府封锁，香港地区被禁止浏览，警方称不评论个别个案。[17]

该组织大多数成员都因被指违反包括《中华人民共和国香港特别行政区维护国家安全法》在内的香港法律而被香港警方或香港廉署通缉。

  • 朱牧民（前执行总监）被警方通缉
  • 梁继平（前执行总监，董事会主席）因被控“进入或逗留在会议厅范围”罪及“暴动”罪，缺席聆讯被法庭通缉
  • 郭凤仪（执行总监）被警方国安处悬红百万通缉
  • 张崑阳（政策顾问）因被控“明知而参与未经批准集结”和“煽惑他人参与未经批准集结”的聆讯被法庭通缉；另外也因涉嫌违反《港区国安法》被警方国安处非公开通缉，及涉嫌违反《选举（舞弊及非法行为）条例》被廉政公署通缉
  • 罗冠聪（前召集人、前咨询委员）被警方国安处悬红百万通缉；另亦涉违反《选举（舞弊及非法行为）条例》被廉政公署通缉
  • 许智峯（顾问）被警方国安处悬红百万通缉；另亦涉违反《选举（舞弊及非法行为）条例》被廉政公署通缉
  • 刘珈汶被警方国安处悬红百万通缉；另亦涉违反《选举（舞弊及非法行为）条例》被廉政公署通缉
