2025年朗科恩及赫尔斯比选区补选（英语：2025 Runcorn and Helsby Parliamentary Constituency By-Election）将于2025年5月1日举行，以填补于同年3月17日起辞去英国议会议员的前工党党员迈克·埃姆斯伯里在朗科恩及赫尔斯比选区的席位空缺[1]。
这是自2024年7月5日举行英国大选及基尔·斯塔默就任首相后，第59届英国议会的首场下议院席位补选。补选同日期间亦会同时举行2025年英国地方大选，唯该区所属的柴郡西及切斯特区议会或霍尔顿区议会任期未结束，所以该区选民无需参与两场投票。
选举结果显示，改革党的萨拉·波钦以6票优势击败工党的凯伦·肖尔，当选为新任朗科恩及赫尔斯比选区国会议员。这是英国历史上得票最小差距的国会补选。
背景
[编辑]迈克·埃姆斯伯里是的当区原国会议员。自2017年大选起当选韦弗韦尔选区国会议员后便续任至今[2]，并于2024年大选当选为新设的朗科恩及赫尔斯比选区议员[3][4]。
袭击丑闻
[编辑]2024年10月26日，迈克·埃姆斯伯里在弗罗德舍姆被人拍摄到多次殴打一名英籍男子[5]。事件曝光后引起公众关注，工党随即冻结其党籍，当地警方亦展开调查[6][7]。同年11月7日，皇家检察院向埃姆斯伯里落案起诉一项普通袭击罪[8]。他在庭上承认控罪，被判监10周，并同时退出工党[9]。其后他就刑期上诉，并获改为以缓刑执行原刑期，惟刑期长度维持不变[10]。
根据《2015年国会议员罢免法令》，任何英国议会议员一旦被定罪并判处监禁刑罚，不论是否获得缓刑，即触触发罢免程序：在六星期内，倘若不少于10%当区选民签署请愿书，该区的国会议员将被自动免职，并随即进行补选[11]。在下议院内，包括工党、保守党、改革党在内的多名议员均呼吁埃姆斯伯里辞职，以免耗时展开罢免程序，并尽早举行补选[12][13]。2025年3月10日，埃姆斯伯里表示会在最早适当时机辞职[14]，并于一星期后正式请辞[15][16]。

选后分析
[编辑]改革党在距离上届大选仅约十个月内，成功扭转工党原有14,696票的优势[37]。虽然改革党籍萨拉·波钦只是以4票之差险胜，她亦成为逾半世纪以来首位在朗科恩当选的非工党籍国会议员[38]。工党候选人嘉伦·梳雅所得票数更低于上届大选中迈克·埃姆斯伯里的领先票数，反映工党选情表现之差。
反应
[编辑]今次补选结果被外界视为改革党的一次出人意表的胜利，亦被形容为对现任首相基尔·斯塔默的一次沉重打击[39]。
多名工党议员认为，政府早前削减冬季能源补贴是导致工党败选的主要原因之一。前工党影子财政大臣约翰·麦克唐奈表示，近期的削减福利的措施令选民感到工党已经背弃其立场。利兹东选区的工党籍国会议员里察·伯贡则批评选举结果“完全可以避免”[40]。基尔·斯塔默其后承认结果令人失望并明白选民失望，但同时为政府的政策方向作出辩护，强调在当前经济困境及公共财政压力下，政府必须作出不少“艰难决定”[41]。
改革党领袖奈杰尔·法拉奇则形容是次胜利是对该党来说“具重大意义的时刻”，并认为工党败选归咎于选民对基尔·斯塔默领导能力日益失去信心，尤其不满其移民政策的走向[42]。
